CADC provides two programs for women: Women’s Intervention Services and Education (WISE) and Women’s Transitional Center (WTC). Both programs provide intensive case management, prenatal care, assistance with affordable drug-free housing, employment training, counseling and support activities. WISE and WTC help these women learn how to live substance-free lives, and provide them with help to better deal with parenting, finances and personal problems.

The Zero Exposure Project is a collaboration of community organizations by the Healthy Start Coalition. The goals of the project are to raise community awareness about the impact of substance use during pregnancy and to link pregnant women with appropriate education, services, and treatment related to substance abuse. ZEP also promotes the use of drug and alcohol screening early in pregnancy in order to identify substance abusers and improve birth outcomes.
